Background.
H.B. 2263 sets up the Kansas Electric Transmission Authority, and H.B. 2045 provides certain incentives for utilities to build transmission lines. These bills passed out of the Senate Utilties Committee on Tuesday, March 22. Both bills will be voted on by the full Senate on Thursday, March 24 or Friday, March 25. Both bills are supported by the Kansas Chapter of Sierra Club in order to encourage the development of wind generated electricity in western Kansas - that has some of the best wind resource in the world but whose development is hampered by the lack of sufficient transmission capacity.
